The exception here are the Costa del Sol missions where Zack wears his beach outfit. The encounter with Minerva in mission 9-6-6 can be unlocked after becoming SOLDIER 1st Class, but even if you enter the battle before getting the Buster Sword, Zack’s third form is the one present for both the preceding cutscene and the boss battle.

Security Department Challenges

The related missions can be unlocked in Chapters 2, 3, 5 & 7 by speaking to the Captain in LOVELESS Avenue.

To start off, here is the cutscene that unlocks the first security department mission.

The Captain’s Challenge

Zack: Ahh, thanks for patrolling Midgar, my man.

Captain: I don’t recognize you from SOLDIER.
What business do you have here?

Zack: Huh? Well, no business, actually…

Captain: It is the duty of the 18th Squad in Shinra’s Security
Department to patrol the streets of Sector 8.
Anyone who disturbs the peace will not be
forgiven–not even SOLDIER.

Zack: Whoa, whoa, take it easy there.

Captain: This is the perfect opportunity for me to
tell you something.
Midgar does not need SOLDIER.

Zack: What?

Captain: Whose job is it to take lost children to their
mothers?
Whose job is it to catch the petty crooks who
steal small change from vending machines?
Whose job is it to scold the young girls who
talk too loud on the trains?

Captain: They are all ours. In other words, Midgar needs
nobody but us–Shinra’s Security Department.

Zack: And I can see that you’re, uh, doing fine work.

Captain: Hmph. That’s as cocky as you’re going to be.
We’ll be holding a joint training session soon.
Security versus SOLDIER.
We’ll see who the true combat elites are.

[If you speak to the Captain afterwards]

Captain: Hmph. The days of SOLDIER and the Turks
getting all the attention are over.
Our joint training will let you see the true powers
we possess in the Security Department.

All the subsequent mission dialogue happens after Zack beats the security personnel (or their robots) in each respective mission.

Mission 1-2-1: Challenge from Security

Captain: I concede that we lost in today’s training.

Captain: But our troops were little more than rookies
with hardly any real combat experience.
Do not expect the same results next time.

Mission 1-2-2: Second Challenge

Captain: Damnation, another loss to SOLDIER!
We were holding back, treating this as only a
training session. But we won’t anymore.

Captain: The day of our third joint training session
shall be a day of shame for SOLDIER.

Mission 1-2-3: Third Challenge

Captain: …So we have yet to win against you in training.
But I know why that is. It’s the difference in budgets
between SOLDIER and Security Departments.
The Science Department operates on you guys
in SOLDIER to make you into who you are.

Captain: Hmph. We in the Security Department don’t
depend on medical enhancements just to win.

Mission 1-2-4: Getting Serious

Captain: Hehehe… We finally have something to show
after our negotiations for a new budget.
We received orders from Director Heidegger to
test Shinra’s new weapons in combat!

Captain: Hmph! There’s no way we’re losing now!

Mission 1-2-5: Armed Challenge

[Zack defeats the two Sweeper+ machines]

Captain: Another loss…
Even with Shinra’s new weapons…
What is it? What could we be missing…?

If we lose then, I shall concede that SOLDIER
is indeed Midgar’s premier combat organization!

Mission 4-1-1, of the main mission category “To End the War with Wutai”, becomes available in Chapter 2. It is possible to clear the missions one by one until you get to mission 4-2-6, where you face off against the Five Saints of Wutai. Mission 4-3-6: Stop the Assailants

Wutai spies can be captured in Midgar in chapters 5 & 7. Each caught spy unlocks a mission and the sixth Wutai spy unlocks mission 4-3-6.

In Chapter 1, in the Fort Tambling Courtyard, Zack can choose to battle a Crescent Unit. He lets the Crescent Unit Captain live, who declares “I promise…one day, I will have your head.” to which Zack replies “Fine, I’ll be waiting.”

The cutscene when clearing mission 4-3-6 can be considered a continuation of that arc, though facing the Crescent Unit in Fort Tamblin is not necessary to unlock the mission.

Zack: A blond guy?

Yuffie: Right after the war was over,
a blond guy came to visit my dad.
He brought all these mail addresses and
treasure scuttlebutt with him.

Yuffie: So then the blond guy leaves, but my dad doesn’t
do anything with all this information.
So I thought I’d just spam everyone in SOLDIER!

Yuffie: And you’re the only one who came! Sucker!

Zack: Hey! Enough with the insults, kid!
I knew exactly what I was doing!
So…do you know the blond guy’s name?

Yuffie: Well, if you must know, check your mail.
I just sent one as my way of saying thanks
for getting rid of that monster for me.

Zack: My mail?

Yuffie: Yeah, the text messages that magically
appear on your cell. Go on, check it!

Yuffie: …Aren’t you going to read it?

Zack: I don’t think so.
You think you can fool me with the
same trick you failed at before?

Yuffie: …✱sniff✱…I want…
…✱sniff✱…my treasure…

[Yuffie runs away]

Yuffie: Waaaaah!

Zack: What am I doing? She’s just a kid.
What am I getting all worked up for?
Hmmm…

Category 8-6: Yuffie’s Notices

Each category 8-6 mission begins with a short cutscene where Zack reacts to Yuffie’s cries for help. The next cutscene then follows when Zack defeats the mission target(s).

Zack: That voice…

Zack: Yuffie!?
Oh, no! I’d better find her fast!

[Zack finds and defeats the mission target]

Zack: Yuffie!? Where are you!?
Come on out! Did they get you!?

Yuffie: One, this one’s been a long time coming…

Yuffie: Two, with unshakable resolve deep inside…

Yuffie: Three, here she is to save the day…

Yuffie: Yuffie!
Welcome to your doom!!!

Zack: So you were faking that scream, huh?

Zack: Well, I’m glad to see you’re safe.

Zack: You know, you might find stealing to be a lot
easier if you didn’t make such a grand entrance.

Yuffie: Who asked you?
Besides, you got bigger problems to worry about.

[A save point pops up]

Yuffie: Your treasures are going to be mine!
Maybe you should save your progress
before I take away everything you have!

Zack: Hey, a save point!
I should save my progress, anyway…whether
you take anything away from me or not.
That was awfully thoughtful of you, Yuffie.
Thanks for the protip!

[Zack approaches the save point, then turns around to find Yuffie sneaking up on him]

Yuffie: Eep…
Why’d you turn around so soon!?

Zack: You thought you could take something
from me while I was busy saving, eh?
Yuffie, you’re totally predictable!
I can read you like a comic book!

Yuffie: …✱sniff✱…I want…
…✱sniff✱…my treasure…

Yuffie: Waaaahhhh!

Zack: Sheesh…
I think the monsters are getting tougher.

Zack: She doesn’t want me dead, does she?
Could someone else be behind all this?

[Zack finds and defeat the mission target]

[Yuffie runs away]

Zack: C’mon, Yuffie…
You know you want it, whatever it is.

Zack: What a twisted little brat.

[Zack finds and defeats the mission target]

Zack: Where are you, Yuffie!?

[Yuffie runs away]

dangerous places?

Zack: Yuffie? Where are you!?

[Zack finds and defeats the mission target]

Zack: I don’t see her around.
She’s screwing with me again…

[Yuffie opens the treasure chest]

Yuffie: Bleh!
You call this a treasure?

[Yuffie runs away]

Zack: …Why do I always fall for her screams for help?
I should put her address on my blacklist…

Zack: …But I am getting some rare items.
Maybe these things are worth the trouble.

Zack: I still have to wonder how it is she’s able to
sneak into these dangerous places…

Zack: Yuffie…

[Zack finds and defeats the mission target]

Zack: Yuffie? Are you here!?

Zack: Come on!
Where are you!?

[Yuffie opens the treasure chest]

Yuffie: Heh!
No one can call this a treasure!

[Yuffie runs away]

Zack: That’s it!
I’m never gonna help you again, Yuffie!

Mission 8-6-6: S.O.S….?

???: Stop that! Get away from me!

Zack: …✱sigh✱

[Zack finds and defeats the mission target]

Zack: Yuffie? Are you here!?

Yuffie: One, all she desires is Wutai’s recovery…

Yuffie: Two, with a passion deep inside her heart…

Yuffie: Three, a passion for vengeance!

Yuffie: Against Shinra! Now welcome to Hurtsville,
population: you!

Zack: I just saved your life, kid,
so cut the act already.

Zack: You’re not getting away until I get some answers.
How do you know so much about these
dangerous places?

Yuffie: An anti-Shinra group set up a base in Wutai.
I just sneak in to listen in on their meetings.
I know the place like the back of my hand.

Zack: You have no idea how dangerous that is…

[A save point appears]

Yuffie: You’re the dangerous one!
Now put ’em up! We’re gonna rumble!

Yuffie: You have to fight against me!
But before we go on…
You’d better save your progress.
You don’t know what I’ll try next! I’m crazy, hear?

[Zack approaches the save point, then turns back to find Yuffie sneaking up on him]

Yuffie: Oop…
What are you looking back at me for!?

Zack: You’re trying that old trick on me again?
When are you ever gonna learn?
I’m not falling for that.

Yuffie: …✱sniff✱…I want…
…✱sniff✱…my treasure…

Zack: I’m losing count of the number of times
I’ve made this girl cry…

[Yuffie manages to pickpocket Zack in his distraction]

Yuffie: YES! I got my treasure!

Zack: What? Wait… That’s a Bahamut Fury!!!

[Yuffie runs away and Zack gives chase]

Zack: You took that from me!? No-no-no!
Trust me, you don’t want that! Give it back!

[The screen fades to black and a narration pops up]

The materia was sent back to Zack several
days later. Its value was most likely lost on
Yuffie, being more than she could handle.

Later, Yuffie’s talents would blossom, taking
her on a path to become a materia hunter.

But that’s another story.

Vacations at Costa del Sol

At the start of chapter 7 the only mission to use the Shinra Cruiser map becomes available: Mission 3-2-2.

Clearing this mission unlocks the first vacation mission, 10-3-1, and from there all vacation missions can be unlocked sequentially.

All six vacation missions begin and end the same way, with Zack being excited for his vacation, a man telling Zack about enemies/monsters on the beach, Zack defeating the foes and proceeding to relax by doing squats.

Mission 10-3-1: Vacation Time

Zack: Yeaaah!

Zack: Here at last! Costa del Sol!

Zack: This is the vacation I deserve!

Zack: Wh-what the!?

Man: Hey, you! It’s them again!
Hurry up and do something!

[Genesis Marine copies are shown on the beach]

Zack: Dang it! How dare they ruin my vacation!?

[Zack defeats the three Genesis Marine copies]

Zack: All right!
That’s one more crisis averted!

Zack: Now, back to fun in the sun…

Zack: …

Zack: I guess I’ll start things off with some squats!

Mission 10-3-2: Vacation for Real

Zack: Yeaaah!

Zack: Here at last! Costa del Sol!

Zack: This is the vacation I deserve!

Zack: Wh-what the!?

Man: Sahagins are coming out of the sea!
I can’t believe these waters have become
so foul as to spawn Sahagins!

[Sahagins are shown at the beach]

Zack: Dang it! How dare they ruin my vacation!?

[Zack defeats the three “Water Warrior” Sahagins]

Zack: All right!
That’s one more crisis averted!

Zack: Now, back to fun in the sun…

Mission 10-3-3: Please Make it a Vacation

Zack: Yeaaah!

Zack: Here at last! Costa del Sol!

Zack: This is the vacation I deserve!

Zack: Wh-what the!?

Man: Now we know why the water temperature’s
gone up! It’s those things!
You’re not going to let Costa del Sol turn into
a desert, are you!?

[Bomb creatures are shown at the beach]

Zack: Dang it! How dare they ruin my vacation!?

[Zack defeats the three “Steam Engine” Bomb creatures]

Zack: All right!

Mission 10-4-1: You Need a Vacation

Zack: Yeaaah!

Zack: Here at last! Costa del Sol!

Zack: This is the vacation I deserve!

Zack: Wh-what the!?

Man: Professor Hojo’s lab monsters are on the loose!
I’ve heard about bringing your work with you on
vacation, but this is ridiculous!

[Epiolnis birds are shown at the beach]

Zack: Dang it! How dare they ruin my vacation!?

[Zack defeats the stream of eleven “Coast Runner” Epiolnis foes]

Zack: All right!
That’s one more crisis averted!

Zack: Now, back to fun in the sun…

Mission 10-4-2: We Hope It’s a Vacation

Zack: Yeaaah!

Zack: Here at last! Costa del Sol!

Zack: This is the vacation I deserve!

Zack: Wh-what the!?

Man: Just look at those creepy bottom-feeders!
This resort’s reputation is gonna be ruined
after this!

[Six Worm enemies are shown at the beach]

Zack: Dang it! How dare they ruin my vacation!?

[Zack defeats the stream of one hundred “Sea Worm” monsters]

Zack: All right!
